A Navy Nuclear trained Second Class Petty Officer (E-5) with over 6 years of Navy experience in the areas of nuclear aircraft carrier electrical distribution and casualty control operations. A Navy qualified Load Dispatcher, Shutdown Reactor Operator, Switchgear Operator, and Maintenance Technician. Francis performed maintenance on four turbine driven generators, and one motor driven AC generator, and associated support and distribution equipment. He was also responsible for the calibration program for all electrical components in the engineering plant. During his naval career, he was a switchgear operator for four years, and he served as a load dispatcher for two years on-board a nuclear powered aircraft carrier where he was directing and performing 4KV electric plant rearrangements. He also served as a Shutdown Reactor Operator on a Westinghouse pressurized water reactor.
After he got out the Navy he worked as an Auxiliary Operator at the Vermont Yankee Nuclear Power Plant, then moved on to work for California Steel Industries and an Electrical Technician. He was obligated to stay with California Steel for a minimum of one year prior to being able to seek work at other locations.
He found out about the Power4Vets program from a former Naval Officer he worked for in the Navy, and enrolled into the program on September 4, 2013. He has been diligently working on the training program and he also successfully passed the LADWP System Operator exam and was on their waiting list for about a year. He landed his dream job with LADWP as System Operator and started working with them in June 2014. He is currently still working on obtaining his NERC Certification.
